Scott has a Masters of Business Administration from Lindenwood University. In addition, he’s completed the Executive Fire Officer program through the National Fire Academy, the Certified Public Manager program through Arizona State University, the Executive Leaders Program through the Naval Post Graduate School and in 2024 he completed the Harvard Kennedy School’s Senior Executives in State and Local Government program.
He is an accomplished speaker and facilitator having led programs across the country related to leadership, communication, and organizational development. In addition, Scott has performed keynote addresses to include filling in at an event as the keynote replacing former Arizona Governor Doug Ducey who had been called away at the last minute.
As a registered lobbyist in Arizona, he has participated in or led numerous legislative initiatives. Examples include working on legislation allowing special taxing districts to use certificates of participation to refinance crushing pension debt saving taxpayers millions of dollars. Additionally, as President of the Arizona Fire Chiefs Association, he headed the effort to pass ambulance licensing reform resulting in additional accountability for ambulance transport services while streamlining the licensing process.
